Humanity First

The Foundation’s primary mission is the preservation of humanity. All containment, research, and operational decisions must prioritize human survival and welfare. Unnecessary suffering must be minimized, whether inflicted upon civilians, staff, or anomalies. Efficiency must never come at the cost of needless harm.

Proportionality

Threat responses must match the scale of danger. Excessive force, destructive protocols, or reckless experimentation are violations of this principle. Combat teams must neutralize threats precisely; researchers must balance curiosity with restraint; containment must avoid cruelty at all costs.

Dignity & Respect

Every sentient being—staff, Class-D, or anomaly—possesses inherent dignity. Respect is not optional. Class-D are human beings, not tools; sentient anomalies are entities capable of thought and must be contained accordingly. Disrespect erodes morale, discipline, and the Foundation’s legitimacy.

Transparency in Oversight

All actions with ethical weight are subject to Ethics Committee review: experimental designs, containment revisions, and disciplinary actions. Documentation must be complete and honest. Concealing facts is itself an ethical violation. Oversight is not a barrier, but a safeguard.

The Greater Good

Sacrifice is sometimes necessary, but never without purpose. Every loss must yield a demonstrable benefit to humanity. Sacrifice without justification is cruelty; sacrifice with purpose is duty. Leadership must ensure this burden is carried with solemnity.

General Rules

  • 1.1 – Personnel must adhere to the CoE at all times.
  • 1.2 – Ignorance of the CoE does not excuse misconduct.
  • 1.3 – Violations result in disciplinary action based on severity.

General Personnel

  • 2.1 – Unauthorized entry into restricted zones is prohibited.
  • 2.2 – Access to secure sectors/areas requires a valid reason, valid clearance and authorization.
  • 2.3 – Entry into SCP containment chambers require authorization like 2.2.
  • 2.4 – Suspicious activity must be reported immediately.
  • 2.5 – During breaches, report to nearest shelter.
  • 2.6 – Harm or termination of staff/SCPs requires an excessive amount of authorization by Hi-Com of the DEO or the Site Directory.
  • 2.7 – SCPs may not be used for personal gain.
  • 2.8 – Concealing/falsifying identity leads to severe action.

Combative Personnel

  • 3.1 – Uniforms must be worn while on duty.
  • 3.2 – Remain stationed in areas that you have been assigned to except reassigned.
  • 3.3 – Escort Class-D for testing when required.
  • 3.4 – Escort all non-combative staff to shelters during breaches.
  • 3.5 – Termination of staff requires the same authorization as mentioned at 2.6.
  • 3.6 – Unauthorized access to higher clearance zones is prohibited.
  • 3.7 – SCP misuse is highly prohibited.
  • 3.8 – Unauthorized termination of SCPs is extremely forbidden.

Class-D Subjects

  • 4.1 – Possession of contraband results in confiscation or termination.
  • 4.2 – Crossing CDC security lines results in termination after warning.
  • 4.3 – Attempting SCP breaches results in immediate termination.
  • 4.4 – Only Class-D may be used for anomaly testing.

Managing & Administrative

  • 5.1 – Leadership must demonstrate professionalism and maturity.
  • 5.2 – Ethical violations by leaders judged more severely.
  • 5.3 – Admins may not directly test SCPs.
  • 5.4 – Executions require the same authorization as mentioned in 2.6.

Personnel Clearance and Classification Overview

All AHCRA-315 personnel are issued a Security Keycard. Keycard levels and personnel classifications determine operational access and exposure permissions across all facility sectors.

Security Clearance Levels

Security Clearance Levels are in form of a Keycard given to every personnel on-site — even Class-D. These determine access permissions and movement tracking within the facility.

  • Level 0: Granted to primarily Class-D personnel for identification, escort, and limited movement tracking.
  • Level 1: Access to most standard facility zones; no anomaly contact; used by interns or cadets.
  • Level 2: Standard clearance for most staff; allows interaction with anomalies under supervision.
  • Level 3: Granted to senior division members and researchers; near-complete access to research sectors.
  • Level 4: Reserved for Site Directory, Board Command, and Department Leadership.

If you encounter a keycard labeled above Level 5, contact Level 4 personnel immediately.

Classification Overview

Classifications indicate how closely personnel operate near anomalous or hazardous entities.

  • Class A: Critical administrative roles; no anomaly exposure; first to evacuate during emergencies.
  • Class B: Operational personnel with limited anomaly handling; evacuated during major breaches.

Facility Emergency Codes/Protocols

Issued by Department of Site Control — AHCRA-315 Emergency Preparedness Division

Facility Code: Operational

The facility is fully operational with no active emergencies.

Protocol: None required.

Facility Code: Observant

Indicates possible or recently resolved emergencies. “Highly Observant” (Dark Blue) means a nearly certain situation.

Protocol: Halt testing, secure ongoing work, and prepare for possible evacuation.

Facility Code: D-Class Riot

Initiated if large numbers of D-Class personnel riot or gain access to weapons.

Protocol: DSS (especially Class-D Control Division) and DCI deploy. Non-combatants stay hidden and remain stationary.

Activated when hostile individuals or Groups of Interest breach the site.

Protocol: Secure vital areas. DCI and Elite Defense Units respond immediately. Non-combatants to shelters.

Summary

Primary Investigated Part of this GoI is an Anomalous Fanatical Cult/Group of Interest.

Overview

The Coven of 13 is an anomalous fanatical cult first recorded in 1972. Initially, it remained relatively neutral and caused minimal harm, maintaining sporadic but non-lethal conflicts with the Foundation. This was attributed to their stronger connection to their so-called “gods,” making them less desperate and less violent.

Between 1985 and 1995, the group disappeared entirely for unknown reasons. However, around 2001, the Coven resurfaced, this time fragmented, extremely fanatical, and violently obsessed with its beliefs.

Currently, the Coven is split into several branches:

  • Proto-TC13: Remaining members of the 1972 Coven, disorganized and without central leadership.
  • Neo-TC13: Modern splinter groups formed after 2001, highly fanatical and violent.
  • Split-TC13: Individuals or smaller cells sharing similar beliefs but unaffiliated with Neo-TC13.

Important Known Individuals

  • Osiris — Formerly interrogated individual, later escaped. Known to operate within Area-315. Note by [DATA EXPUNGED]:
    “This individual is an untrustworthy little rat. He will lie as much as needed to benefit himself. He might still hold valuable connections to these ‘gods,’ so handle him carefully.”

Standard Operating Procedures (SOP)

Area-315 Facility Operational Directive — Enforced by Site Directory

1. General Conduct

  • Personnel are to maintain professional behavior and discipline at all times.
  • Identification badges/keycards must be with you at all times.
  • Unauthorized discussions of classified information are strictly prohibited.
  • Any suspicious behavior must be reported immediately to the Department of Ethical Oversight or High-Com.
  • You must know the rules of the CoE.

2. Dress Code and Equipment

  • Standard uniforms must be worn during duty hours.
  • Protective gear (hazmat suits, ballistic vests, respirators, etc.) must be used as specified by task requirements and kept accessible.
  • Weapons are to be carried only by authorized combative personnel. Non-combatants may carry sidearms only with certification and approval.
  • Electronic devices are forbidden within secure sectors unless approved for official or monitoring purposes.

3. Keycard & Clearance Protocol

  • Keycards are personal security tools and must never be shared.
  • Accessing areas or terminals above your clearance violates CoE 2.1–2.3.
  • Lost or damaged keycards must be reported immediately to Site Logistics or Site Control.

4. Testing & Experimentation Guidelines

  • Laboratory and containment sectors must be sterilized before and after any anomaly contact.

  • Failure to maintain hygiene will result in disciplinary action.

8. Discipline & Penalties

Follow the Code of Ethics. Violations are recorded by Site Logistics and reviewed by the DEO or High-Com.

9. Chain of Command

  • Follow orders from superiors unless they conflict with higher directives.
  • Reports must follow Facility Hierarchy as defined in Department Information.
  • During emergencies, follow the relevant Emergency Code chain of command.

10. End of Duty Procedures
