Humanity First
The Foundation’s primary mission is the preservation of humanity. All containment, research,
and operational decisions must prioritize human survival and welfare. Unnecessary suffering
must be minimized, whether inflicted upon civilians, staff, or anomalies.
Efficiency must never come at the cost of needless harm.
Proportionality
Threat responses must match the scale of danger. Excessive force, destructive protocols,
or reckless experimentation are violations of this principle. Combat teams must neutralize
threats precisely; researchers must balance curiosity with restraint; containment must
avoid cruelty at all costs.
Dignity & Respect
Every sentient being—staff, Class-D, or anomaly—possesses inherent dignity. Respect is not
optional. Class-D are human beings, not tools; sentient anomalies are entities capable of
thought and must be contained accordingly. Disrespect erodes morale, discipline, and the
Foundation’s legitimacy.
Transparency in Oversight
All actions with ethical weight are subject to Ethics Committee review: experimental
designs, containment revisions, and disciplinary actions. Documentation must be complete
and honest. Concealing facts is itself an ethical violation. Oversight is not a barrier,
but a safeguard.
The Greater Good
Sacrifice is sometimes necessary, but never without purpose. Every loss must yield a
demonstrable benefit to humanity. Sacrifice without justification is cruelty; sacrifice
with purpose is duty. Leadership must ensure this burden is carried with solemnity.
General Rules
1.1 – Personnel must adhere to the CoE at all times.
1.2 – Ignorance of the CoE does not excuse misconduct.
1.3 – Violations result in disciplinary action based on severity.
General Personnel
2.1 – Unauthorized entry into restricted zones is prohibited.
2.2 – Access to secure sectors/areas requires a valid reason, valid clearance and authorization.
2.3 – Entry into SCP containment chambers require authorization like 2.2.
2.4 – Suspicious activity must be reported immediately.
2.5 – During breaches, report to nearest shelter.
2.6 – Harm or termination of staff/SCPs requires an excessive amount of authorization by Hi-Com of the DEO or the Site Directory.
2.7 – SCPs may not be used for personal gain.
2.8 – Concealing/falsifying identity leads to severe action.
Combative Personnel
3.1 – Uniforms must be worn while on duty.
3.2 – Remain stationed in areas that you have been assigned to except reassigned.
3.3 – Escort Class-D for testing when required.
3.4 – Escort all non-combative staff to shelters during breaches.
3.5 – Termination of staff requires the same authorization as mentioned at 2.6.
3.6 – Unauthorized access to higher clearance zones is prohibited.
3.7 – SCP misuse is highly prohibited.
3.8 – Unauthorized termination of SCPs is extremely forbidden.
Class-D Subjects
4.1 – Possession of contraband results in confiscation or termination.
4.2 – Crossing CDC security lines results in termination after warning.
4.3 – Attempting SCP breaches results in immediate termination.
4.4 – Only Class-D may be used for anomaly testing.
Managing & Administrative
5.1 – Leadership must demonstrate professionalism and maturity.
5.2 – Ethical violations by leaders judged more severely.
5.3 – Admins may not directly test SCPs.
5.4 – Executions require the same authorization as mentioned in 2.6.
5.5 – Abuse of authority is forbidden.
5.6 – Admins must follow breach protocols.
